DEFIBRILLATOR
Vickie Joscow from the Community Heartbeat Trust addressed the meeting. This Charity helps local communities and other bodies to locate defibrillators as a first aid solution in the event of a sudden cardiac arrest. So far, they have enabled the siting of about 3500 instruments nationwide.
They provide support in accessing the instruments, training and even counselling if any users of the instruments need debriefing after an emergency.
They provide managed solutions that include insurance, training, contracts with the local ambulance service, yearly checks on the equipment etc. The machine remains the property of the Community Heartbeat trust. This gives a fixed annual cost of £135 per year for a 4 year agreement.
Outright ownership costs depend on the type of machine, cabinet and costs for installation. It would be necessary to look for grants and other fundraising as cost would be £600 to £1400.
The Chairman thanked Ms Joscow for a very informative presentation. She said that she could arrange for a further information session and demonstration of equipment.
The council agreed to this further presentation and would start to look at ways of fundraising. Mr Welbourn agreed to start looking at some possibilities.

HIGHWAYS AND RIGHTS OF WAY
Pat Lowe addressed the meeting with her concerns about the state of the footpaths. They were so bad that she had to take her dog in the car elsewhere to exercise it. They remain uncut since the start of the year and this issue has been raised by several residents. Some of the paths in and around the village are very difficult to access. Also bridges and other infrastructure are poorly maintained. The council explained that they had raised the matter several times this year with Highways Department and County Councillor Simon Walsh.
The Council agreed that it would continue to chase this issue, but it would add extra weight if residents also contacted County Councillor Simon Walsh and the Highways Department.

ENVIRONMENT
Village Sign and War Memorial Paving – The quote from Mick Simmons to do this refurbishment had been agreed at the last meeting. The work would be done next Thursday 2nd August.
Flooding – The watercourse survey results that had been completed had been handed in to Jo Ludow.
Mr Sladen was still trying to get answers from Chris Stoneham about the outlet near Ms Frost’s Cottage as well as the drain outlet near The Old Post Office. Some work had been done on Anso Road but it remained to be seen how effective this was.
Wellyard Trees – On previous occasions the Council had arranged for dangerous trees to be removed or trimmed in this area. It was agreed that Mr McCarthy would ask Chas Johnson to establish the scope of the problem with Mrs Badger and prepare an estimate for any work needed.

The certificate was approved and signed as Parish Councils of our size no longer require External Audit.

INTERNAL AUDITOR’S REPORT
This was noted. There were several issues that needed to be addressed over the next year. The Clerk had been allocated extra time to look at some of these and they would be discussed at future meetings. The Council expressed its thanks to Mr Ross Midgeley for his diligence and support.

PLANNING
Fairview – Further comment was added after the last meeting. As discussed at the last meeting there was definite evidence of a new driveway. This had been checked and an appropriate comment added to that previously put on the planning website.

FINANCE
The Budget for 2018/9 was discussed, approved and signed. The Bi-monthly Finance Report reporting all income and expenditure was noted and Mrs McNeill agreed to ensure that it went on the website.
Payments for Authorisation – 100 Parishes Society membership, costing £10 pa as previously agreed, had been put on the website and authorised for payment.

CORRESPONDENCE
Tricia Ridgeway had informed the Clerk that once again the Police had calibrated the Speed Gun which had saved us £360 over two years. It was agreed that the Clerk email a letter of thanks to her.
