- Drinking Fountain
Mr Haylock had contacted Paul Skeete but found he was unable to help. However, Mr Haylock subsequently spoke to David Andrews, Head of Historic Buildings Department, Essex County Council (ECC), who referred him to Corrie Newells. A meeting was arranged for her to attend site on Tuesday 18 September. Mr Haylock had also obtained a quote of £1,722 for relaying of the floor on a new base, which includes supply of approximately two thirds matching bricks. Discussion ensued as to whether restoration should be back to the fountain’s former glory and Mr Weedon would provide both a photograph and a drawing of the fountain to Mr Haylock for discussion with Corrie Newells. Mr Haylock reported that currently the fountain was not leaking.– Action DH

Mr Weedon had displayed notices re dog control orders at the Church.

FINANCE
Barclays Bank had replied with details of standing orders and signatories as requested. Mr Don Feaver was still listed as a signatory and the Clerk had written a letter, which was signed at the meeting, to request the bank to remove Mr Feaver.

HIGHWAYS
Footway A meeting with Cllr Hume and Cllr Walsh had been arranged for 10am on 8 November. A letter from Cllr Hume had also been received stating that despite trying to find funds for this project they were not currently available. However Cllr Hume indicated that he would investigate the possibility within the 2008/09 budget round.
Kerbing at Ring of Trees Mike Felgate (ECC) had indicated to Mr Haylock that the completion of this work was imminent.
Speed limit extensions on going.
VASI Signs Mr Thomas was still trying to contact Chris Stoneham regarding the purchase of a second sign by the Parish Council.– Action AT

The road distortion near Little Orchard has been reviewed and work is due to commence soon.
Mrs Jones had contacted Mr McCarthy to complain about the water coming off the B1054 and running down her drive and causing the flooding in her house (in June). Mr McCarthy asked Mr Thomas to visit her and assess the situation. Mr Thomas reported that he had advised Mrs Jones that the problem with water on the road had been alleviated, as all the road drains had been thoroughly cleared and were operational. He also felt that the rain coming off the thatched roof had added to the water in the house. He advised her that maybe a slight alteration of her drive where it meets the road would help prevent the water from the road entering her property in the circumstance of excessively heavy rains in the future.
The Clerk was asked to add jetting of road drains to the next Planned Parish Visit list.– Action CD

P3/FOOTPATHS
Miss Frost reported that she had spoken to the man cutting the paths on behalf of ECC. He was not cutting all the paths as had been requested, but the same restricted list that was used in May, which is creating a piecemeal result. Miss Frost understood that Radwinter PC were already discussing with Robin Wallbank, ECC, the possibility of opting out of the County cutting programme. Miss Frost will liaise with Mr Wallbank about this possibility and also contact P3 to share the discussion with them. It is believed that more landowners will want to cut paths through P3 after this year’s initial trial.
Sue Halsted had updated her “To Do” list on Hempstead’s footpaths and, as there was no forthcoming voluntary labour, the list was sent to Robin Wallbank for action, with the exception of the low-level wooden posts and waymarker discs.
A resident had reported a number of dead ducks that had been run over on Church Hill. The Clerk was asked to obtain two rye mark signs to advise drivers of the presence of ducks etc.– Action CD

EMERGENCY PLAN
High Street Flooding The report from Mr Hunt, District Engineer and Mr Wheaton, Environment Agency had been supplied to the landowners on both sides of the section of stream under consideration. Responses had been received and progress on the work required will be monitored. Ownership of the land upstream of Post Office Cottage was discussed and Mr McCarthy will supply Mr Haylock with a plan showing the land belongs to ECC. Mr Sladen asked that the stream be checked at the next Clear Up Day on 3 November– Action SM/DH
Information had been received regarding a Flood Fair and Continuity of Business Promotion on 2 October. A note to be included in the next Newsletter and a flyer put on the noticeboard– Action SM/CD
Road Drains on B1054 Mr Thomas confirmed that all the road drains from Harvey Way to just before Firs Cottage had been jetted and cleared and then a water trace activated to ensure the drains were all working correctly.

Mr Weedon had phoned Stop Stansted Expansion responding to the invitation by Inspector Boyland to propose conditions on a ‘without prejudice’ basis in the event of planning permission being granted.
