MINUTES OF PARISH COUNCIL MEETING HELD ON

The Parish Council Meeting opened at 8.02 pm.

  1. APOLOGIES FOR ABSENCE

    County Councillor Mr Simon Walsh

    District Councillor Simon Howell

  2. MINUTES OF THE PREVIOUS MEETING

    December 18 2014 were approved.

  3. MATTERS ARISING

    None arose not covered elsewhere.

  4. CORRESPONDANCE

    It was agreed to respond to the e-petition regarding future funding of the RCCE. The County Councillors report was also briefly discussed

  5. HIGHWAYS

    Submissions to the Local Highway Panel were discussed at length. It was agreed to reduce the number of submissions to three. All the submissions concerning Anso Road would be combined on one form. Suggestions were made and the clerk would redraft these submissions in light of these ideas.

    David Drane reported that he was still pursuing outstanding issues on potential sites for repairs and other issues such as re-instating illegible white lines.

    Hedges: The clerk informed the Council that he had reported the Brookside hedge issue to ECC Highways. The hedge that Mr Bassett had agreed to trim back was still uncut. It was agreed the clerk should phone him and if there was no positive outcome this would also be reported.

    Footway Project: All legal issues were close to resolution, according to Rissa Long, two of the residents involved had yet to sign but it was anticipated that this would be done soon. Things seemed to be more optimistic for an imminent start to the project.

  6. ENVIRONMENT

    Mr Sladen had still received no updates regarding flooding issues. He has now sent formal e-mails concerning the Wash Cottage area, Anso Rd and the area outside Firs Cottage.

    Pond Refurbishment progress: As before, still nothing further had been heard from John Jossaume. This has been chased up by Miss Frost and phone messages left. Subsequently Miss Frost has spoken to Mr Jossaume and issues of digger access have been discussed. The Council agreed that further clarification was needed on this issue.

    The planned tree and shrub cutting by Chas Johnson was still outstanding.

  7. FINANCE

    The clerk had attended a course on the new finance regulations and online banking.

    The Council also asked the Clerk to contact EALC/NAALC to clarify criteria for the salary banding as he had received some information but it was insufficient. It was agreed he would pursue this.

    One cheque was signed to HMRC for £36.80 for PAYE

    Cheques signed in the meeting: Radwinter Pre-School grant £500 as agreed Minute Number 58 October 30 2014.

  8. AFFORDABLE HOUSING

    Mr Drane declared an interest and took no part in the subsequent discussion. No updates or further information had been received from Hastoes.
