MINUTES OF PARISH COUNCIL MEETING HELD ON

The Parish Council Meeting opened at 8.15 pm.

  2. MINUTES OF THE PREVIOUS MEETING HELD November 27 2014

    were approved.

  3. MATTERS ARISING

    Mr Weedon wished it to be recorded that he was not in agreement with the decision to raise the precept as decided in the discussions on the budget for next year.

  4. PLANNING

    Written confirmation that the Anso Corner site had been removed from the list of potential Gypsy and Traveller sites and was now in the public domain.

  5. HIGHWAYS

    David Drane reported that many of the markings of potential sites for repairs had now been eroded but he was still pursuing outstanding issues.

    Hedges: It was agreed to leave this item to the next meeting.

    Footway Project: There were still issues surrounding final agreement with some affected landowners.

    Rissa Long had contacted all Parish Councils asking for projects that could be considered in the next round of Local Highway Panel. A Sub-Committee consisting of the Chairman, Mr Sladen and Mr Drane had discussed this in detail and drafted four areas for improvement which the Clerk would finalise and send off. The areas are:

    1. Extend 30 mph limit to Boytons Lane and establish a 40 mph limit to Blagdens
    2. Anso Road Very narrow and flooding problems Down grade from B road to C road and introduce weight limit. 30 mph limit to Anso Corner.
    3. Anso Road Replace approx 40 Metres of underground drainage to ease flooding problems.
    4. Hill Road Extend 30mph beyond Hill Farm entrance and then 40mph limit to join up with the Radwinter area. White Gate at 30mph limit start.

  6. ENVIRONMENT

    Mr Sladen had received no updates since his meeting with the water regulator and his subsequent email. Hopefully jetting the drains would proceed soon.

    Pond Refurbishment progress: Still nothing further had been heard from John Jossaume. This would now be chased up by Miss Frost. The planned tree and shrub cutting by Chas Johnson was still outstanding but Malcolm Cox had done his planned work.

    Telephone Kiosk: The clerk had written concerning refurbishment and had a reply to his list of work that needed to be done. This reply indicated that the work would be scheduled over the coming year.

  7. FINANCE

    Precept form for 2015/2016 was signed.

    It was agreed that the Clerk would attend a course on the new finance regulations and online banking. The cost would be £45.

    Clerks Remuneration: It was agreed to increase expenses by £10 per quarter to £110. The Council also asked the Clerk to contact EALC/NAALC to clarify criteria for the salary banding.

    Cheques signed in the meeting: Radwinter Pre-School grant £500 as agreed Minute Number 58 October 30 2014.

  8. AFFORDABLE HOUSING

    Mr Drane declared an interest and took no part in the subsequent discussion. An email from Hastoes had been received that showed just the four affordable unit and not the two open market properties agreed necessary to support the project. Hastoes would be contacting the landowner.
