CONFIRMED MINUTES OF A PARISH COUNCIL MEETING HELD ON
THURSDAY 19 APRIL 2005
The Council met in the Village Hall on Tuesday 19 April 2005 at 8.15pm

Present:

  1. MINUTES OF MEETING HELD ON 17 MARCH 2005

    These were taken as read and signed as a correct record by the Chairman.
     

  2. MATTERS ARISING

    • Rights of Way
      Outcome of meeting of Mr McCarthy, Mrs Grimster and Maggie Cox (UDC) being that cost per package was in the region of £800. Meeting to be arranged with Gordon Hands (Chairman, Local Ramblers Association) to establish what objections might be raised. – Action DH

      Possible financing avenues to be explored eg DEFRA, CPRE – Action DH

      The Chairman thanked Mr Haylock for arranging the tidying up of the bottom of The Chase.

      Mr Haylock reported a complaint from residents of Folly Hall of walkers not on designated rights of way on Cooks Meadow. Miss Frost was asked to put note in next newsletter. – Action DF

    • Highway Matters
      Noted that repairs at Anso Corner completed and new signpost at Coach Road in place. Repair of surround still outstanding.

      Meeting of the Locally Determined Budget in June – representative(s) should attend. Mrs Midgley to contact Mrs Schneider regarding speed restriction extensions. – Action AM

    • Website
      Draft pages in place for review. Miss Frost to request comments via newsletter and ‘advertise’ for various posts needed for running site in future. Sub-committee to be formed in due course. Miss Frost to thank Brian Kitchen for work so far. (Web site address is www.hempstead-essex.org.uk) – Action DF

      Application for grant from Rural Community Council of Essex was too late for 2004/05 but is being held awaiting meeting of Grant Assessment Panel for 2005/06 allocations.

    • Annual Assembly
      All in place for Friday’s meeting. Noted that it was last meeting to be attended by John Whitehead – small token of thanks for assistance in the past to be purchased. – Action DF/CD

  3. CORRESPONDENCE

    • Roadside Recycling Bins
      Note in newsletter that recyclables to be in boxes only. Advise UDC that dog litter bins need emptying. – Action DF/CD

    • ECC – Minerals & Waste Development Framework
      Response to be emailed. – Action CD

    • EALC re Trafalgar Weekend
      To History Group to review. – Action AW

    • Home Front Recall re VE Day
      For consideration. – Action DH

    • Community Projects Grant
      For consideration re Village Hall and/or footpaths. – Action DH/JS

    • UDC – Sport Outreach Programme
      For inclusion in newsletter. – Action DF

  4. REVIEW OF RETIREMENT RECEPTION

    Very well done and a good team effort. Mrs Grimster was absolutely thrilled. Copy of run order of event, Mr McCarthy’s speech covering Mrs Grimster’s achievements and newspaper cuttings to be filed in Minute Book for posterity.
