CONFIRMED MINUTES OF A PARISH COUNCIL MEETING HELD ON
TUESDAY 19 SEPTEMBER 2006
The Council met in the Village Hall on Tuesday 19 September 2006 at 8.15pm

PC Ryan McNamara updated the Councillors between 8.20 and 8.50pm during which time the meeting was adjourned.

  1. MINUTES OF MEETING HELD ON 24 AUGUST 2006

    were taken as read and signed as a correct record by the Chairman.

  2. MATTERS ARISING

    from previous Minutes, not dealt with in the main agenda.

    • Distribution of Ambo
      Mr Weedon wrote to all distributors and the only response was one distributor who was unable to continue in future. Mr Weedon was asked to approach a couple of other residents to take over this particular area.– Action AW
    • P3/Grass Cutting
      Miss Frost has eventually received 8 copies of the definitive maps and has provided a copy to a resident who has volunteered to assess paths whilst dog walking. Mr Haylock has confirmed that he has cut at least 2 miles of headlands. Mr McCarthy noted that the farmers were being blamed for the lack of grass cutting when it was in fact down to ECC.
    • North Area Panel Meeting
      Mr McCarthy attended this meeting and the notes will be circulated for all to review. To summarise – suggestion of turning off street lighting, UDC very keen from the environmental viewpoint and using Saffron Walden and surrounding area as initial trial; traffic calming presentation from Littlebury PC; further applications for Community Project Grants requested.
    • Trees Obscuring View Of Church Tower
      Mr Haylock will report next meeting.– Action DH
  3. CORRESPONDENCE

    NALC Standard letter advising not successful in Best Website competition.
    Fireworks Letter from resident following notes in Newsletter – suggestion is that residents use Newsletter to advise all neighbours of forthcoming fireworks to help maintain village accord.
    Essex County Council Information re possibility of purchase of vehicle activated speed indicator (VASI) signs – Mr McCarthy to investigate further and arrange site visit.– Action SM
    Uttlesford District Council Community Achievement Awards 2006/07 – leaflet to be circulated – suggestions to be sent direct to Clerk (by 10 October).

  4. VILLAGE HALL

    Mr Sladen has received a grant cheque for £2,000 from Stansted Airport Community Trust for acoustic cladding – well done. Mr Sladen will contact RCCE for advice on getting comparative quotes.– Action JS

    Mr Sladen reported that the AGM is scheduled for 8.15pm 6 October 2005 in the village hall.

  5. FINANCE

    Alternative quotes for the public liability insurance awaited.– Action CD

    There were no payments requested.

  6. PLANNING

    • Wellyard Cottage – UTT/1220/06/FUL – Conditional permission granted.
    • Land adjacent Anser Gallows Farm – UTT/1385/06/FUL – Clerk had contacted Great Sampford Parish Clerk, who had not received this application. The Clerk contacted UDC to arrange for this to be sent out to the correct Parish Council.

  7. HIGHWAYS

    The mobile VASI sign was currently in place on the B1054 -Mr McCarthy to request further two weeks of the sign on the other side of the road once it had been recharged.– Action SM

    Mr McCarthy has now reminded Mr Felgate of the outstanding items.

  8. COMMON LAND REGISTRATION

    Carried forward.– Action SM

  9. WEBSITE

    Miss Frost reported that the autumn show schedule was now on the site.

  10. STANSTED AIRPORT

    Nothing to report.

  11. VILLAGE NEWCOMERS

    Miss Frost requested that consideration be given to what might be done in view of the large number of children recently moved into the village – to be discussed at next meeting.– Action ALL

  12. BUSINESS CARDS

    Miss Frost reported that many new residents quoted the website as a positive factor in the decision to move to Hempstead. Miss Frost was considering whether local estate agents could be approached to include the website address on Hempstead property details and felt that a business card might be useful in this activity. To be discussed at next meeting.– Action ALL

  13. REVIEW OF PC McNAMARA’S REPORT

    PC McNamara reviewed the latest incidents logged for the Hempstead area. Further request made for attendance of officers with speed guns – particularly early morning (6am) and late afternoon. PC McNamara confirmed he would back any request the Parish Council made for a VASI sign. The presence of two Special Constables in the village recently was noted.

    PC McNamara advised that he was to take up a new post in Witham with effect from 2 October. The Council expressed its regret at losing PC McNamara, who had certainly made a marked impact on the village and will be greatly missed. Mr McCarthy requested that the Clerk write a letter to the Chief Constable expressing our concerns.– Action CD

    The dates of the next meetings are 24 October (amended date), 23 November and 19 December 2006.
